Smart meter

So after finally struggling to get this in the right place, which I hope I how have. 
So my electric meter has stopped. Only noticed after the latest bill showed my electric charge as £11.00 and I realised the reading  I'd given was the same as last quarter. I then looked at the meter again and it hasnt moved.
So British Gas my supplier are going to send an engineer out at some point and my question is that although I've read that my supplier can't make me change to a smart meter, can I refuse one if my current one is faulty and needs replacing? I just wonder if they actually still have the old type to install. Thank you in advance.
