NTK

Hi
could someone please help me. 
Ive read and done as much research as possible but I’m a little confused with the NTK. I’ve appealed to PP and of course it was declined, I’ve got my MP to write to them and PP know I’m the registered keeper but are they supposed to send me a NTK via letter? I’m on day 60.

    If the first PCN was a windscreen ticket then the postal NTK PCN to keeper should arrive between day 29 and day 56 to comply with POFA

    But if no windscreen ticket was issued , the the first postal PCN is the NTK and would arrive by day 15

    Reminders are usually sent if necessary

    PP should have issued a popla code with the rejection

    What is the name of the PPC please as there are several with similar initials?

    Did you appeal as keeper or did you reveal the driver's identity?

    Was a NTD left on the vehicle?

    An NTK will be sent via post, but there is no requirement to do so. They do not have to send it by any particular date, but they cannot rely on the PoFA 2012 to hold a keeper liable unless they comply with the strict requirements of the Act with regards to dates and wording.

    Where did the alleged event occur?

    What happened when the keeper complained to the landowner?

    You already have your NTK surely, unless this was a windscreen PCN which PP more rarely issue.  
    The NEWBIES thread tells you it is the first posted letter that might be headed 'PCN' = NTK.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    Thank you for the replies. Ok here is more information, I appealed as keeper not the driver. I have not given details of the driver.  The driver had a PCN on the windscreen and I appealed. The company is Premier park Ltd . PP are saying the ticket was upside down.

    Oh good, no they have to post it out to you, so as long as you appealed as registered keeper then you will win at POPLA.   You did use the POPLA code in time, without saying who parked?  POPLA codes only last 33 days max:

    Ahh !! I had my popla code on 24th feb. Pp say I have 28 days but am I right to appeal to popla at 27 days or earlier?
