Okay, but just bear in mind that I'm learning here and there is a lot to take in.
My Land Registry search reveals the Landowner is a company registered in Jersey. No website etc. I've also found that one of it's director's is also a director of the company which holds the KFC franchise for the location.1 -
Update - complaint to the landowner/franchise holder has resulted in them contacting Athena. They have come back to me saying Athena will drop the "charge" but want a £20 admin fee! Is this a new tactic?

Only you can decide whether to accept that one-off figure. They are trying to cover their minor admin/postage costs and a lot of PPCs do this. If you refuse, Athena don't sue people at the time of writing but have 6 years like any other company or person, to bring any case to small claims, they just don't at the time of writing and, as such, probably won't change that position.
So ignoring them is an option too as long as you tell them if you move house, so they have your current address at all times, just in case they break the habit of a lifetime and send a claim in a couple of years.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Concluded - after getting a follow-up demand I reluctantly decided to pay the £20. My wife wanted it settled, the Council hadn't answered my questions on permission for ANPR use, and I didn't want to find myself being the person Athena decided to sue when I had the chance to settle for much less.

It was never going to change a single thing in relation to your parking charge. In any case, almost always, councils provide PPCs with retrospective planning permission.Please note, we are not a legal advice forum. That is the problem, highly paid intelligent people pay these just to save their precious time. My son has paid several.You never know how far you can go until you go too far.0
