help! barnet hospital fine..bailiffs

I have used this site before and found everyones advice so helpful so please help again.
This came in the post last week for my daughter. Its the first letter she has had. She was at Barnet hospital that day. She parked in the disabled bay and displayed her blue badge. She was there for a couple of hours.Signage said that 4 hours is free for disabled users (I have googled the hospital site and can see that she was meant to take the badge to reception to register it-she didn't see the signs telling her to do so). I am making an assumption that this is the reason for the ticket as it isn't stated on the letter. I am 100% certain this is the first letter regarding this as she isn't living at home so I keep all the letters that arrive for her.
can you please advise what to do?

    1. They are not bailiffs (in this instance), just debt collectors who can be ignored
    2. Have you read the NEWBIES sticky thread?
    3. Contact PALS at the hospital - that should have been your first port of call. Call them tomorrow morning.

she needs to get PALS to cancel it asap, due to what was said above
this should have been done right at the beginning , assuming her name and address are correct on her V5C ?

I suggest she checks that the V5C has the correct details on it , because Parking Eye will have obtained keeper details from the DVLA and so the lack of previous paperwork tells me the wrong details are on the V5C, or were at the time of the incident

The address and her name are correct on it. They haven't been changed since she bought the car ( she has kept all letters at my address as has been staying elsewhere temporarily).
I did read about contacting PALS-will do so tomorrow. A few people have said they refused to cancel it so was just trying to get the heads up of what to do if they say that.

then the missing paperwork is a concern, so she should email Parking Eye with a copy of her V5C attached , and get all her data under the GDPR , because there is a lot of missing letters and paperwork, the NTK she didnt get etc, chasing up letters too

she MUST get to the bottom of why the paperwork did not arrive at the keepers address, the one you say is correct on that V5C

She needs to be like Poirot, like a dog with a bone, as well as contacting PALS

Send Parking Lie an SAR as per the NEWBIES to flush out the original NTK etcetera. Include a copy of the V5C as proof of ID. If the address is wrong on this document however, use a redacted utility bill or two instead and instruct Parking Lie's DPO of the correct address for service and also get the V5C updated with the DVLA asap.

Complain to your MP about this unregulated scam.
Also complain to the PM who said he was going to sort out hospital parking so he needs to put his money where his mouth is and get this problem resolved for you and every other NHS user.

Apart from the good replies above, this is the second rubbish cr*p letter we have seen today from DCBL and it's only sunday ????? You do NOT owe £170, DCBL are scamming you ........ a Rogue trader
This is abuse of process and the courts give unruly legals a good spanking for this
     https://forums.moneysavingexpert.com/discussion/6014081/abuse-of-process-district-judge-tells-bwlegal/p1?new=1
This letter is a bog standard rubbish letter giving you 14 days to pay. Of course you don't pay rogue traders

DCBL quote the Supreme court ....... DCBL simply do not understand the case of Beavis, infact they are totally ignorant of it ....... the Supreme court ruled ... 198. ''...The charge has to be and is set at a level which enables the managers to recover the costs of operating the scheme...''  This means very simply that the ticket price includes the collection of any debt .... not the added £70 added scam from DCBL

If you receive a LETTER BEFORE CLAIM, giving you 30 days to respond then come back here

OH Yes, I notice at the bottom of their letter they show "can't pay we'll take it away" ??   This is the soap opera from TV all designed to scare you ....... this has nothing to do with you.

Do what others are doing, complain to your MP, show them this rogue trader letter and ask them to complain to the SRA on your behalf

that is why I told you to tell her to check that V5C

I did not ask for your opinion about it , WE SEE THIS TOO MANY TIMES where people just assume that it is correct, or was correct, THEN THEY FIND OUT ITS NOT CORRECT and we are backtracking

if she checks it and its correct, tell her to take a picture of it and email it or whatsapp it to you so you can double check it , then come back and tell us its definitely correct because you have seen it and checked it for yourself, as a second opinion to her opinion

its important, because Parking Eye take people to the small claims court and she will not want that to happen

sorry to be harsh, but this is a reality check , a simple error blown up out of all proportion when she is entitled to park there under the EA2010, nothing to do with her blue badge (the law , not the permit)

The charge should be no more than £100,

    https://forums.moneysavingexpert.com/discussion/6014081/abuse-of-process-district-judge-tells-bwlegal

That  £100, that extra £70 is likely to be unlawful, read this

    https://forums.moneysavingexpert.com/discussion/6014081/abuse-of-process-district-judge-tells-bwlegal

    Please read these

    Heve they complied?

Also PE signs tend to be obverwordyy and too high sand have caused thrm to lose cases in court, read this

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    http://www.legislation.gov.uk/ukpga/2019/8/contents/enacted

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

I have checked her V5C and details are correct.
I have spoken to PALS and they have applied to cancel the charge. I should apparently get a letter from parking eye by next week confirming this so fingers crossed.
