laptop having issue 0x490 no os files found on disk - can someone help please

im trying to factory reset a laptop we got donated to use for our cat rescue work but am having trouble getting access to it..... i have the issue of 0x490 error code and no os files found on disk

would anyone be able to help me on this please

Thats a problem with the boot information usually corrupt boot sector .

What OS is the starting point .

its windows 7 home prem - there is the product key on the sticker too if that will help us. 
taken pics while in bios if they help too

Change  first boot device to Samsung HDD as PC has cd rom as boot .

I would suggest the best thing to do would be to use another computer to download and create a windows 10 install USB stick and then install it on this laptop using the W7 license key

ive changed the boot order to samsung but now it just shows;

a disk read error occurred - press ctrl/alt/del to restart

ive tried but nothing happens

have manually restarted but just comes back to the above
