That would be under COUNCIL authority. 
While is is almost certainly private land (why you call it a public *road* i dont know, nothing about it looks like a road. It looks like a pavement) the DOUBLE YELLOW LINES on the road - those are council, yes? - would enforce no parking up to the boundary of the property, including the pavement.

Thanks to all who helped me in this post.
I sent the request letter to county court and Gladstones last week.
Someone from Gladstones kept calling me these 2 days. I picked up the phone this morning and they offered 170 pounds to settle - to which I said NO.
This afternoon another discontinuance letter arrived in my inbox. 
Therefore the only case left between me and Gladstones was in Oct.
Will feed back to you guys the next time I hear from them.

Is this not proof once again on how incompetent Gladstones are ????  They set up the IPC/IAS scam which is now backfiring on them ....... how on earth do the SRA think that this scammer should be a member is beyond belief, they make the SRA look like scammers

When they discontinue the next one, you complain to the SRA about these scammers

This road is definitely within a traffic order, use this image that includes a Council sign on that road, and look, there are two yellow Council signs opposite the tunnel as well:

Your car was parked in contravention of COUNCIL double yellows, that apply from property boundary to property boundary as a matter of law - including the pavement.  State this in your WS and use these as evidence for that statement:

There's no PPC sign. Yes they won't win - just issued unfair tickets to victims.

Taking advice from Coupon-mad, I  need to file WS first. My draft is as following. Any advice will be appreciated. 

 I am the Defendant in this matter, of xxxx. I am unrepresented, with no experience of Court procedures. If I do not set out documents in the way that the Claimant may do, I trust the Court will excuse my inexperience.

In this Witness statement, the facts and matters stated are true and within my own knowledge, except where indicated otherwise.

1. On Date 2018, I visited a friend who lived in xxx, and parked my vehicle registration no xxx in a tunnel near my friend’s flat. The car was parked on the material date on a public road, not on any yellow lines nor causing an obstruction.
2. There’s no distinctive markings or later particulars of claim any information where a reasonable person can identify the controlled parking area as Exhibit A.

3. Upon receipt of a parking charge notice from the Claimant first time on the window shield, I assumed that the ticket issuer has legitimacy of issuing parking charge notices. The parking charge notice was also paid out of goodwill as Exhibit B. However, it has been proved I was wrong.

4. UK Car Park Management are not the lawful occupier of the land. I have the reasonable belief that they do not have the authority to issue charges on this land in their own name and that they have no rights to bring action regarding this claim. All signages the claimant stated in previous correspondence do not exist as Exhibit C.

5. It is my position that, under the doctrine of promissory estoppel, the Claimant has no standing, or cause of action, to litigate in this matter.
6. I invite the Court to dismiss this claim in its entirety, and to award my costs of attendance at the hearing, such as are allowable pursuant to CPR 27.14.

I believe that the facts stated in this Witness Statement are true.

Did you read this thread and the judgment from a court about a parking firm.  It makes for great reading and the Judge has put a bomb under the the parking firm and the solicitors, the whole roboclaim model that he has sussed:
