Yes, irrespective of whether a block of numbers has an FMxx or FWxx tariff code, if the numbers start 071 to 075 or 077 to 079 and are allocated within the UK then Ofcom's MTR cap applies and there is no excuse for these calls to be omitted from allowances. The FM and FW codes are an artificial construct that now have no valid meaning.
The only distinctions within the 07 ranges are:
- personal numbers starting 070,
- UK mobile numbers starting 071 to 075 or 077 to 079,
- CI and IoM mobile numbers in various 07 ranges, including 07624,
- pager numbers starting 076 (except 07624).
The first two in the above list have a termination rate cap of 0.48p per minute and Ofcom expects all of them to be included in allowances. The last two have non-standard charges and no expectation of inclusion within allowances.1
