Halifax ISA Accounts

I've just been trying (not very well) to compare the Halifax's ISA Saver Variable account and their Instant ISA Saver account. In terms of interest and withdrawl they seem to be the same. Except that the  ISA Saver Variable turns into an Instant ISA Variable after 1 year but you can Renew the Instant ISA Variable account back to an ISA Saver Variable account. As both have the same interest at the moment I fail to see why the Hx would do something like this.
Can anybody suggest a reason why on earth they do this?

    I imagine that the rates will have converged over time but were probably significantly different at some point.

    However, why waste time pondering two poor accounts paying a derisory 0.2% interest when there are so many offering better rates?
