Terminating contract with Pop Telecom

I've recently changed to Pop Telecom and the broadband speed is absolutely dire compared to previous providers. I know it only went live a few days ago but there doesn't seem any improvement even after asking them. According the T&C(22) it says that the "contract will start on the Commencement Date of your service". Does this mean that I have time to terminate the contract without paying any early termination fee? Previously I was with Sky running at 6Mbps and I changed to Onestream and it drop to 4Mbps. Being unhappy the Onestream I decided to change once that contract was up. On this occasion it was Pop Telecom and it has dropped down again to 2Mbps with no sign of improvement. There's a line between value for money and unusable, and I call this unusable. Does the 14 day cooling off period rule apply? I don't particularly want to be left high and dry for 12 months of rubbish if I can terminate the contract quickly. I've scoured all my documents and there is no mention that I can find of a low broadband speed like that. In fact no estimated broadband speed is in any of the documents. Prior to moving to them and after moving I have been taking regular records using speedtest.net It appears like they use TalkTalk as their main backhaul. All I received were the two documents below:

I'm in the same boat, service is absolutely diabolical and they're saying I can't cancel as the "contract started from the moment I ordered the service"...

At first I found the service diabolical but given time and patience rather than switching it on and off it has improved a lot and is performing better than a lot of others.They are performing much better than my previous provider Onestream. It appears that they piggyback on TalkTalk network. One thing to note is that you can unlock the router and twiddle with the settings if you are a tecchie. Also I'd reset your router's password. I found that mine was the default u:admin p:admin
