Incorrect results using Compare the market

Just searched for best broadband deal withe compare the market and noticed sort for best deal results are different ,.if you select order by overall cost or averaged monthly price the results are different .
I think one adds in any vouchers refunds and the other does not. leading to a different best buy.
or am I reading it wrong?
