Identify Fraud committed using Tesco Mobile - Financial Ombudsman ?

To cut a long story short. A postal address (unknown to my & any of my family) has been added to my credit file, which enabled a Fraudster to purchase £2k worth of Mobile phone contracts. Lowells (Debt recovery company on behalf of Tesco) have tried to pursue recovery of the debt from me. They have acknowledged that I'm not the fraudster, however I am struggling to get Lowells to conclude this to my satisfaction. Can I raise this with Financial Ombudsman. I have already logged the case with Action Fraud.
