TUI TCs disagreement

Hey,
So we changed the destination of our holiday which meant the new holiday was more expensive than the previous one. Due to this we were charged £50 per person admin fee. However looking at the TCs (part about "Except where we treat your change as a cancellation, you do not have to pay the fee if the new holiday is more expensive) attached, we should be waived the fee as the holiday is more expensive. 
I have been back to the store to question it but they are digging their heels and refusing to refund the admin fee, I have reached out to them on twitter to be told to go in store.

Am I reading the TCs wrong? If not what else can I do if the store won't refund?

    What's your departure date, and what was the date you made the change? Which airline were you flying with originally? It appears they are treating your situation as a cancellation, they have more than one scenario where that can apply, dates (notice) being one, and the airline's policy being another.

    The questions that get the best answers are the questions that give most detail....

    You obviously changed ACCOMMODATION and maybe DESTINATION, so according to the 4th box down, the charge is correct if you did so more than 29 days in advance.
  • If the changes were done inside 28/29 days of travel then it would have been done as a cancellation. If not then it would have been done as an amendment.

    It is only treated as a cancellation if you change the destination between 0-28 days. More than that is an amendment.
    If you changed destination between 0-28 days then you should not have paid the fee as your new destination was more expensive, any earlier and yes you should
