VCS parking fine notice of recovery letter

hello this is the first time doing anything like this so please be gentle.
i am asking advice on the behalf of my father who received a letter from VCS saying NOTICE OF RECOVERY in big red letters.
he thinks this is from a fine that occurred at his place of residents around 2018 but cant remember when.
at this time he also has a letter from the owners of the property saying that they have had a lot of problems with VCS and are terminating there contract and will not be receiving new permits .
he can also remember getting a ticket in the car park where he has lived since 2008 and went down to speak to the guy but as he got close to speaking to him the guy just walked off to his van and sped off
my father is of old age and does not have the best of health and around the time of the ticket had quite a health scare, with a blood clot on the lung and a seizure. so a fine that was issued at the same address that where he lives because they could not see his permit, was the last thing on his mind.!
he has now received this letter and a letter saying judgement for the claimant on the 10th of jan and he is getting very worried as he does not have this sort of money and is getting very stressed about the whole situation

can anybody advise me on the next steps to take??
i have tried to look though this forum but its like looking for a needle in a haystack
if someone could do a step by step for me that would be great

    It is certainly not a fine.  It may be an invoice from an ex clamper.  It may be that they took him to court and won their case.  Has he phoned the court? . You need to read the stickies  without further delay as it may already be too late to set aside a CCJ.

    what does your lease/AST say about parking? Does it mention the need to display a permit? If not then it may take primacy over the self serving TnC of the scammer, and interfere with your lawful right to “quiet enjoyment” of your property, possible an offence under The Landlord and Tenants Acts.


    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    On the first page of the forum is a thread marked NEWBIES read this first.  Since the forum has recently upgraded and we are all finding our feet, here is a link to the place you need to be.  Read but it is a cup of tea and a plate of biscuits type read.  It sounds like you need the second post in the thread and scroll down until you reach the part about set-aside.  If the letter states that judgment for claimant has been given, then you need to phone (on behalf of father) either the court where the judgment was given or the CCBC in Northampton armed with the judgment or case reference number and get the details.  If a judgment has been handed out then father must have missed a load of letters, PCNs, LoC and claim form!
