Morocco's not in the EU. Do they have an agreement with the EU for driving licences? I would be surprised if they do.
It's common for non EU, non English speaking countries to request an international driving permit. They may have just amended their own policy irrespective of Brexit0 -

There are consequences that have been known about for years and yet little has been done to alleviate those consequences.28 March 2019 is actually the original ? Brexit date.

Are you living and residing in Morocco or just visiting Morocco but not travelling via the U.K.?
I notice the www.gov.uk advice states -Driving if you move abroad
You need to get a local driving licence if you move abroad. Check with the driving licence authorities there to find out how to apply.
In some countries you can exchange your UK licence without taking another driving test.
- which I think has always generally applied if living overseas for an extended period.

Would it be worth calling the car rental firm and asking if a IDP is required? Looking at the list an IDP is required in the USA and Australia and in neither have I ever been asked for this or obtained one.0
