When he spoke to the council, they checked and the property is not registered with them as a HMO and in his area it's compulsory to be registered0

So friend sent the letters to the landlord and owner yesterday, the owner rang his housemate who has rented rooms from Landlord for eight years and is the same nationality as Landlord. He cannot understand why they want two months notice as the landlord had sourced other rooms with other landlords they could move into..
He has not contacted my friend yet, I assume they are seeking legal advice before deciding on their next move
