PCM UK ltd and TRACE debt recovery
I have a private parking permit to park on a car park managed by PCM(UK) ltd. but apparently parked in the wrong bay (THIS WAS BACK IN NOVEMBER 2019) and in 5 days I got 3 PCN for 60£ each. 1 was sent directly to my rental agency DROVER (AND AS PER MY HIRE AGREEMENT THEY AUTOMATICALLY PAY ALL PCN) and the other 2 were on the windshield which I appealed to PCM and got refused. (I cannot recall but I think in my appeal I did not state that I was the driver of the car).
So after receiving the second letter warning me the charge now was 100£ (11/12/2019). Sometime after I got 2 letters from the scammers TRACE DEBT RECOVERY UK ltd. (9/1/2020) for 160£ the second on (4/2/2020) as last warning before court.
I have read the NEWBIES THREAD particularly what refers to HIRE and LEASED cars.
Edna Basher kindly has made 3 templates for FIRST appeals (I ALREADY MADE MY FIRST APPEAL with PCM UK LTD). Did not appealed to the IAS.
My question is now can I /and should I appeal again using these templates.
Should I use the one that asks for the POPLA code and make an appeal to POPLA? (am I still in time for it?)
Or use the one contesting keeper Liability under POFA 2012?
Should I wait for my day in court?
They never sent a notice to my hire company or notice to keeper.
I previously had the right to park wherever I wanted inside this car park but they put new signs that aren’t very clear changing the rules of parking and I read in some thread (I can’t find it now) that there is a month were the signs have to be up before they can be enforced.

Obviously you have to put your details in any letter you send, but posting those personal details on a public forum for the whole world to see is, at best, foolish.

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
