    I agree that the theory behind UC is a good one but, as so often with new systems in the public sector in particular, the timescale for development was far too short, as was the implementation timetable, underfunded, staff under trained.
    Unfortunately nobody ever seems to learn from previous failures and ploughs the same well worn furrow.
