Staff Parking at NHS Hospital and PCNs issued by Gemini Parking

Hi,
I'm new to forums in general so I hope I have got this right and I am doing this the right way... I have got into a situation with PCNs as mentioned in the title, basically for parking in non staff car parks (I am a staff member) when the staff car parks are full. Staff including myself are routinely given PCNs even when displaying staff permits (that we pay for) for parking in areas outside the staff car parks (because they are full) The usual routine is that an email appeal is sent to the PC and they waive the charge. However I am now in a bit of a muddle with two notices that the PC have refused to waive. I have received two NTKs and subsequently contacted the hospital parking team and they have emailed a reply to me saying they cannot dismiss the charges. In the meantime, two letters have arrived from Debt Collection agency. I have the link to this thread: Gemini/Popla/Appeals (cant post the thread as Im a newbie)
and will read through this further to see what my next steps and responses should be and to whom...
I just wanted to check that I am following forum rules and doing this right?
And also to say that the NTKs and the Debt Collection agency letters are addressed to my partner, as the RK of the vehicle, but that the PC have my email address as I sent my appeal to them after receiving the PCNs so they know that I was the driver of the vehicle (as do the hospital parking team as I am staff) I'm just wondering if I have made things more difficult and complicated?
Im at a loss and quite honestly it now hasn't become about the money but the principle in that many NHS staff members are being penalised in this same way. There has been ongoing issues with parking at this site for a number of years (it appears all went a little quiet for a while whilst the trust did a bit of a re-organisation regarding parking and this is still ongoing) I have worked there for 18 months and it seems that they have recently started to be 'more strict' however its not communicated to staff and the whole thing is a mess....there are some threads on here and on another sire related to this particular hospital and staff and patient parking but they go back a couple of years...
So my number one worry is, is my partner is going to get into some trouble as the NK of the vehicle, (credit file etc) whilst I work out the next steps...

a common problem at NHS hospitals , maybe you should look up the problems for the UHW in Cardiff , south wales, where many nurses etc went to court when Indigo ran the parking (now SABA) and now its Parking Eye on that site
the keeper of the vehicle (your husband) can IGNORE the dent collection letters, but must NOT ignore an LBC or court papers from the CCBC in Northampton
the newbies faq sticky thread explains how to appeal them when they arrive in the post , which is what he should have done if the hospital HR wont cancel them
your trust should be following the NHS guidelines published a few years ago, so you union should be hitting them with it

your trust should not be sharing your data with anyone else, not even the parking company, if they did they are breaching the DPA and GDPR, YOUR RIGHT TO PRIVACY
nobody is going to get into trouble , its a civil matter , not a criminal matter, so at worst he will be told by a judge how much to pay, then given one month to pay it , to avoid credit problems caused by a CCJ
if he loses on civil court , he should pay up asap , in full , to avoid the CCJ and credit issues, its a dispute over money , nothing more , he wont go to prison or be deported to the colonies or Mars, they wont put him in the stiocks and throw rotten eggs , no punishment at all0 -

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Did you get a POPLA code offered in the appeal rejection letter but ignored it?
Gemini are nothing to worry about. Do make sure your partner knows he is the best person to defend the matter as the rk has the POFA to rely on and if he panics and transers liability to you then you'd still be able to defend but without the fairly straightforward POFA defence to lead it.
These cases are heard at your local court, have NO effect on credit rating* and are not scary. In fact court is exhilarating and interesting.
*about 1% of posters here are unlucky ad lose, then they pay about £175, so as you can see there is NO point in paying a debt collector when 99% of people here win and claim their costs!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
