Sounds like a bank transfer. Having a debit card attached to your bank account doesn't make it a debit card transaction.
Am I the only person picturing wedding guests cramming in to one of these?:0 -

A card chargeback does not require any funds in their account. It comes from their merchant bank. Who will then chase the retailer.
A merchant account works as such,
You pay seller and merchant bank process payment.
Merchant bank make payments to sellers business bank account usually daily, usually x days in arreas. For example, younpay them monday, sellers account receives funds Thursday. Tuesday payments made transferred friday and so on.
If the seller is not making sales there is no money on hold to deduct it from. Thus failed chargeback0 -

Debit cards are not an insurance backed product. If you want that protection you pay with a credit card or you have wedding insurance.0 -

Thats exactly what they will be cramming in to. DH's works Christmas Party has one most years. They are decorated to the theme of the event and usually have a box full of props like hats, beards etc0 -

You clearly do not understand the chargeback scheme then.
It makes no difference if the retailer has any funds in the account. The money comes from their merchant bank. Who then are left to chase the money.
Been doing this long enough and dealt with far too many companies that have gone bust to know "No funds in account" makes no difference to a refund to customer.
But as OP has now pointed out. They made a bank transfer. Which does hinge on funds in the account. Unless OP banks with one of the banks who have agreed to refund anyone scammed.Life in the slow lane0 -
