ParkingEye Rejected Appeal - Enfield Retail Park

elucidate

Hi all,
I appealed a parking charge notice sent to me by ParkingEye for allegedly overstaying at Enfield Retail Park. I sent them the MSE "blue text" template and they emailed me what appears to be an automatically-generated letter which does not even attempt to provide me with any further evidence nor entertain any discussion about a grace period.
The following OneDrive folder contains images of both pages of the PCN (which does not show signage), as well as the PDF of the rejection letter: https://1drv.ms/u/s!AhJd2Q4uph3xgZlD25nwkKf0jjp1Bg?e=Je4tU1
What would be my best course of action now?

More importantly, what happened when you complained to the retail park and asked them to cancel it, as they can on the spot? The NEWBIES thread tells everyone to do that FIRST and certainly before POPLA stage is tried.
The POPLA code will last just over 30 days, so you have a whole month to complain and it will take you about 10 mins to get this cancelled.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As above, what did the landowner/Costa Manager/CEO say when you complained?
Have you complained to your MP yet about this unregulated scam?
If a landowner complaint has failed to get this cancelled then construct a draft PoPLA appeal using all the relevant points available to you from post 3 of the NEWBIES.
Post your draft here for checking before you submit it.
I note that the scammers have offered to extend the discount period. This is unusual so I wonder if their contract with the landowner prohibits them from taking motorists to court. We suspect this is the case on some sites but may not actually be the case here, so you will need to try PoPLA if your landowner complaint has failed.
PoPLA codes last for about 32 days, but don't miss that appeal window.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
I got this reply from Costa Customer Services:Good Afternoon
Thank you for your recent email.
I am sorry to hear you have received a parking charge notice. I can confirm we are only tennants on site and therefore we have no control or influence on the outcome of any action they have taken. We would advise that you contact their Customer Service Team directly to start the appeals process. The escalation point if you are unsucsessful is POPLA, failing this you will need to refer to the British Parking Association.
If you have started your appeal and require reciepts as proof of purchase, please contact the store directly.
Thank you for contacting Costa Coffee, although I am sorry it was necessary for you to do so.
Kind Regards
Kelly

Find the managing agent for the site , complain to them directly
Costa are correct as tenants , but could have told you who to speak to

Yep, with a retail park the NEWBIES thread advice is clear - go for the RETAIL PARK.
Not Costa.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I got this reply from Costa Customer Services:
Ask the council who pays the non-domestic business rates for the site to get an idea of the landowner. Using a search engine may also provide that information.
You can also pay the Land Registry a few quid to get a definitive answer.
Ask the council planning department if planning permission has been granted for ANPR scameras, and if Advertising Consent for the signs has been given. Not having the latter is a criminal offence, but I believe only the council can take this to court.
If there is no approval for either, complain to the council about a planning breach and give a copy to the scammers.
Always complain to the landowner and your MP.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
So I see on another couple of threads (here and here) that, at the same retail park, others have managed to get the retailers (Aldi and Kiddicarre respectively) to have the charges removed.
Based on that precedent, do you think it's a good idea to try and contact the manager of the individual Costa branch, as well as the landowner?0 -
Of course. These are easy to cancel which is why the NEWBIES thread says to do the retailer complaint FIRST. Does it need to be made clearer in the sticky? I am editing it this week so can change the wording.
It is literally in your face in a link to SUCCESSFUL COMPLAINTS ABOUT PPCs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just an update...
I wrote to the landowner, and asked the nationwide Costa Customer Service for contact details for my local branch manager.
No-one has replied to me nor have I been contacted by ParkingEye, but the PCN status on the PE website now says "Cancelled" and the outstanding balance is zero.
Thanks to all of you for your help and encouragement.0
