Received PCN from Parking Eye for parking in Enfield retail park

Hi,
I have received a PCN from Parking Eye in the post, as my vehicle was recorded as entering Enfield Retail Park at 14:04 and leaving at 17:35 on 4th April.
The PCN was received on 18th April.
The car park is free of charge but there is a 3 hour limit on parking. Therefore, the car apparently overstayed by 31 minutes.
Having read the advice on Newbies thread, I see my best course of action is to try and get the charge cancelled by appealing to the landowner.
Having done a search online, it seems Universities Superannuation Scheme (USS) are the owners, but the email they provide on their website says 'email facility is for basic enquiries or website comments only'. So not sure how far a parking charge email would get.
My wife was an occupant of the vehicle at the time, as was our 3 month old son, and I can prove on a bank statement that there were transactions in three different stores.
Should I appeal to the Head Offices of those three stores and get each of them to ask Parking Eye to cancel the charge, or would they be powerless given that they don't own the car park?

you can certainly try the stores as they should know who owns the land or manages it (the managing agent)
ideally you complain to the landowner or the managing agent
but also the RK appeals as KEEPER to PE as well as complaining to those people
the KEEPER uses the blue text template appeal, preferably showing proof of patronage of the retail park with receipts or redacted bank statements, as an OCCUPANT of the vehicle0 -
Had a result! I contacted Aldi customer services via email, and within 24 hours they replied stating that they would instruct Parking Eye to cancel the charge.
The fact I provided a bank statement showing that the occupant was a customer definitely prompted Aldi to help.0 -
That is good news.
But don't count your chickens......
Until you get confirmation from PE they have cancelled you should carry on following the advice in the newbies thread about appealing and don't miss any deadlines till you have that confirmation.0 -

x) I am aware that your principal (Aldi) have instructed ParkingEye to cancel this PCN.0
