Do you have the contact details for the previous owner?
It may be worth getting in touch, add they may end up with a default judgement and all the baggage that goes with that (ccj etc).
If you can put them onto this forum/thread

I don't. No point involving the DVLA as the data didn't come from them.

I say DRP have got this address by a soft 'trace' and found an old address that cannot have come from the DVLA due to the 07 plate and the fact the PCN must be within the last few months/years.

If you want to stop them processing YOUR DATA (address) just reply by email and tell them the person has not lived at that address for 15 years and you demand that they erase your address from their records and stop bothering you, the current owner.

Use the words 'ERASE MY ADDRESS DATA' and refer them to the GDPR and DPA 2018.
You MUST head it up with the DRP 'reference' long number on the letter.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They say the info address is no longer active, go on to the drpl website and fill out the contact us form or email dataprotectionofficer@drpl.co.uk
