IAS dismissed my appeal from UK CPM

Hi all,
received a PCN through the post as i did not display a valid permit for parking in a bay belonging to a housing association
why did i park in the bay? It was 10pm and i the road where i got a ticket backs onto my driveway. someone had blocked access to my driveway and i had my children with me so parked in the bay. The ticket was issued at 11pm
i appealed the ticket on grounds of compelling reasons, to which they have dismissed.
can i still get out of it? do i have to pay?
any advice pls
here is there statement to me
The Appellant should understand that the Adjudicator is not in a position to give legal advice to either of the parties but they are entitled to seek their own independent legal advice. The Adjudicator's role is to consider whether or not the parking charge has a basis in law and was properly issued in the circumstances of each individual case. In all Appeals the Adjudicator is bound by the relevant law applicable at the time and is only able to consider legal challenges and not factual mistakes nor extenuating or mitigating circumstances. Throughout this appeal the Operator has had the opportunity consider all points raised and could have conceded the appeal at any stage. The Adjudicator who deals with this Appeal is legally qualified and each case is dealt with according to their understanding of the law as it applies and the legal principles involved. A decision by an Adjudicator is not legally binding on an Appellant who is entitled to seek their own legal advice if they so wish.
The Operator has provided evidence of the signs at the site, which make it clear any driver parking without clearly displaying a valid permit in the windscreen, or outside of a bay, will be issued with the parking charge notice.
The Appellant claims that they had to park as they did as their driveway was blocked. Whilst I sympathise, I am unable to allow the appeal on this basis. The terms are clear. The guidance is also clear that I may only consider legal issues not extenuating circumstances. Only the Operator has this discretion.
The Operator has provided photographic evidence of the Appellant's vehicle parked on the land they manage, outside of a bay, and without a permit displayed. The appeal is dismissed.

The IAS is a kangaroo court, and you wasted your time if you thought this was a real parking ticket with an 'independent' (LOL!) appeals system from a normal company with a customer service team, and an independent Assessor who cares about consumers.
You really need to read the NEWBIES thread and open your eyes to how these UKCPM PCNs are beaten, either by robust (and repeated, niggly) complaints to your Managing Agents, or by winning in Court like everyone else here.
Great fun when these cases are won - search the forum for Jack Chapman signature UKCPM and read all the local court wins - the best revenge for what is a scam operation in your car park.can i still get out of it?do i have to pay?
Don't be that person. You REALLY need to read the sticky thread for newbies that everyone is meant to read first, before posting.
Start reading all the cases where people have residential PCNs and complained to the Managing Agents about their horrible parking firm.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

i am trying to find out who the owner of the land is where i parked to also complain to them

Hi all,
the Housing Association, who own the land, have wiped there hands off and said it is nothing to do with them.
my wife is pestering me to pay as she is scared of it going to court.
so far UK CPM haven't sent me any letters since my appeal got rejected by IAS.
They have also not replied to emails. i have emailed my local MP.
shall i just wait for any letters?

As the ticket was properly issued and you parked where you should not there is nothing more for you to do but await a court claim. On no account should you pay the scammer a penny unless a judge instructs you to as n[FONT=Times New Roman, serif][FONT=Times New Roman, serif]ine times out of ten these tickets are scams,
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammer.

You ignore the begging letters
You are waiting for a formal LBC , then a court claim pack from the CCBC in Northampton
Those last 2 need to be dealt with , debt collector letters do not
UKCPM have 6 years to try a court claim

The IPC/IAS is one of the biggest scams in the UK.
Of course they reject appeals, their PPC members pay them for such protection.
Once rejected along pops the incompetent Gladstones solicitors who invented the scam in the first place.
They put people in prison for lessor crimes so it's about time these bad boys serve their time0 -
