Who is responsible for population ECOES for MPAN and MSN

I need to know who is responsible for populating the ECOES database for the MPAN and MSN numbers from the build of a new home to first occupancy.
The homes are a block of flats.
I assume the builder chooses an energy supplier and it's the energy suppliers responsibility to ensure that it's done correctly, but I can't find a definite answer.
Any help would be appreciated as the original ECOES is a complete mess with flats having the wrong MPAN and more than one MSN assigned to a flat and some MSN's not even recorded.

The Metering Point Administration Service Company (a.k.a. MPASCo) are resonsible for managing the Electricity Central Online Enquiry Service (ECOES) database.
But it is the individual energy supplier for each meter/property that is responsible for ensuring the data is correct or amending it where not.0 -

So way back in 2008 when the plot numbers did not match up to the flat numbers prior to first occupation, it would be the energy supplier at that time to ensure that the databases were correct in showing what MPAN and what MSN were linked to the flats?0 -

Unfortunately what happened over 10 years ago is relevant because after 9 years of switching to another energy supplier, the original energy supplier is now saying, (beginning 8 months ago), that they are the supplier because ECOES says they are, all due to the fact that it was populated with the plot numbers instead of the flat numbers.
If it was their responsibility to ensure it was correct, than they can't use the fact that's it's incorrect to say that are the supplier, well I hope not anyway.
Everything was fine, (well it wasn't because the database is a mess), until Shell Energy took over First Utility early 2018 who were the original supplier from 2008 to 2010.
And yes, the Ombudsman has been involved and found in our favour but said that Shell had to prove it for themselves. So no real result and I can see this going to court so I need to understand everything I can about ECOES etc.0 -

Well I'm not intending on going behind anything that the Ombudsman has decided, having presumably carefully considered all the evidence placed before them.
Good luck in court. I suggest you get the best legal adviser you can, and they will hopefully get you the best expert witness to try and prove your case, despite the ombudsman having already found in your favour, you say (so I'm not quite sure what you are hoping the court will find)

"Your provider is bound to the resolution if you choose to accept it. We have a specialist team on hand that works alongside providers to get the remedy implemented.
If your supplier hasn’t complied within reasonable time and you’ve chased them on the matter, you are free to enforce the resolution in court as the decision was legally binding."

So have you accepted the ombudsman's decision in full and final settlement of your complaint?0 -

We did accept it, but one of his remedies despite the fact the he stated that
"Shell Energy has been billing you as it was under the view that its MPAN was linked to your property. However, having fully investigated this issue, I find that this is not the case. I have set remedies for Shell Energy to complete its investigation and fully determine which MSN is linked to its MPAN and in turn what property the meter is supplying."
So even though it sounded like it was sorted, (and why we accepted it), it's turns out that it's actually not really. Still waiting on Shell Energy, but going by what they have been like in the past 8 months they are not going to let this go.0 -

It's up to you. You can either rely upon the ombudsman's own "specialist team on hand that works alongside providers to get the remedy implemented". They'll do that for free.
Or you can spend your hard earned cash going to court, as is your right.
(Personally, I can't see the court now being able to order anything the ombudsman hasn't already, such as holding all debt collection activity relating to this meter pending the result of their investigation.)
If there was no timeframe specified in the resoalution agreed, then the supplier cannot be found to be in breach if they have not carried out the actions in the timeframe you would otherwise now like.
But I thought the ombudman usually allows 30 days or so for a supplier to implement any agreed remedy. Where that is does not occur, that is when their "specialist team on hand that works alongside providers to get the remedy implemented".0 -

I was just trying to get all my ducks in a row, but it may be better to wait to see what happens.
And as regards stopping all debt collection activities, received 5 letters since the date of the decision, from 3 separate agencies. The last 2 within 3 days of each other.0
