Land Registry - can we remove a restriction?

We're remortgaging and have been told that the deed has a restriction; stopping anyone other than ourselves from changing our land reg details. Sounds good..except the banks solicitor wants to charge us £180 to send an email to another solicitor (who we'll have to pay) to confirm we are who we say we are.
My questions are:
1. We don't remember agreeing to the restriction in the first place. Is this a 'standard' procedure? Should we not have some documentation on it?
2. Can we send Land Registry an RX4 form to remove the restrictions
3. Would we need a solicitor to do this or can we do it ourselves?

This sounds like you have a Form LL restriction on the property (https://www.gov.uk/government/publications/notices-restrictions-and-the-protection-of-third-party-interests-in-the-register/practice-guide-19-notices-restrictions-and-the-protection-of-third-party-interests-in-the-register#restrictions).
Some firms add these as standard to protect from fraud and they can be a bit of pain.
You can apply to remove it. It would need to be a joint application by all of the registered proprietors on Form RX4 and would need to be accompanied by a Form ID1 for each applicant.0 -

And just to clarify, in section 10 of the RX4 there are a lot of options. I'm assuming we go with B and 'The required consents accompany this application.' (These being the ID1 forms for me and my partner).
Could you tell me if we would need the leaseholder to sign the form as well?

Ah one more thing. Does a conveyancer/solicitor need to sign the ID1 form or are we able to take the documentation directly to the land registry office? Any experience of this?
