Hello, this nervous newbie has read the threads, but still worried about this situation.
The registered owner paid for parking at a train station car park several hours late via phone.
Saba’s automated phone payment system would not allow her to pay the full amount to park for the day, only permitting a payment of £6 instead of £9.
A Penalty Notice was on the windscreen when she retuned to the car, but she did not have the funds to pay the £60 fine at that time.
An overdue penalty notice letter to owner for £127 was received 5 weeks after the “offence” for breaching “Byelaw 14”.
Unsure which template letter to use in this situation, as she has not yet responded, and worried about harassment.
Advice on the best way to proceed would very much appreciated.

Just use the appeal - one size fits all - written in blue text (unless the car is lease/hire/company) and send it with no deletions, modification or additions. If it is a lease/hire/company, then use one of the templates linked by Edna Basher.0

This was not a lease/hire/company. Just wanted to clarify the template below is the correct one to send by post.
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
THE NAME AND POSTAL ADDRESS OF THE KEEPER (OR THE HIRER/LESSEE) GOES HERE0 -
Just appeal as keeper using the blue text template and expect a rejection

Thanks Redx, pcn doesn't specify, only states that appeals cannot be accepted by telephone.
There is a website, but you have to enter pcn and vrn info to access, so haven't gone any further.
What are your thoughts ? Is it advisable to post a letter?0 -
No idea , I have never had one
If in doubt , use post if it's an allowed appeal method , because an online option may try to hoodwink you into naming the driver0 -

It might be. Luckily you haven't received a fine.
Normally the PCN/NTK tells you how to appeal. You will need to include your VRM and name and address however you appeal otherwise they won't know who it is from.
Using the scammers online appeal portal is better than posting by snail mail for the reasons already given.
As above, do not reveal the driver's identity either on here or in any communication to the scammers.
What happened when the keeper complained to the landowner?
Has the keeper complained to their MP yet?
Just note that there is no option to make a second stage appeal if/when the initial appeal is rejected where SABA are concerned.I married my cousin. I had to...I don't have a sister.
