tenant changed part of wallpaper without consent

Hello,
My tenant has vacated property today. They didn't opened window for whole year and had mould around the flat.
Today I noticed that they have replace 2 strips of wallpaper in lounge. although they tried to get similar pattern but it is different to rest of the room and obvious visible.
They did this without my consent.
There is an agent involved but they are good for nothing.
Tomorrow I will get the checkout inventory report. I was wondering what my rights are on.
1. Tenants changing the wallpaper without consent
2. I need to clean the house all the border / corner etc to remove black marks.
I thought I will check with you guys here before my agent calls me tomorrow. In my previous expense I found their checkout report doesn't find things. my previous tenant left oven and other appliances in horrendous condition and their checkout guy didn't bother to open and check this and said all clean. When I sent them evidence then agent deducted money from tenant.
Any help appreciated

Get a quote from a decorator to re-wallpaper.Take into account 'betterment'. How old is the wallpaper?
2. I need to clean the house all the border / corner etc to remove black marks. Get quotes from a cleaning company.
Are you sure the tenant "didn't opened window for whole year", How do you know?
Are you sure the mould is the fault of the tenants? What is the history regarding inspections?
What does the check-in inventory say? And the photos show?

Assuming the inventory supports the differences from checkin to checkout ...
You can get quotes for cleaning and make a claim.
You can get quotes to redecorate the faulty wallpaper, but you cannot claim the full cost. You must make allowance for the age of the old wallpaper since last decorated vs the life expectancy. Eg 5 year life expected, decorated 3 years ago, claim 2/5 of the cost.0 -

How often were checks carried out and when did you notice the mouldy wallpaper?
How old is the wallpaper and what condition was it in prior to letting your property? Do you have photographic evidence?
Is their deposit in a scheme? Are gas checks up to date?0
