ive recently received two letters of a dcbl debt recovery who are chasing a payment for highview parking ltd.
the first letter I received dated 13 December 2019 saying 85 is due to a unpaid debt and further 70 vat admin and recovery has been accrued to total pf 169. all that this letter states is a vehicle reg no location and contravention date- 27.05.2015
at this point I dont have any knowledge about this charge of how its come.it maybe a hire car I had when I worked for a company back then but have no connection to this date regarding a charge
now I received a pre enforcement letter explaining I have failed to pay dcbl the outstanding balance or make any contact and they will now recommend legal action agasint me after further applications have been granted by court possible impact could be enable to remove goods obtaining attachment of earnings prevent future lending or place a charging on on my property but I dont own. and asking for immediate payment. but on this letter it states the reg as before with the contravention date but also the location of the incident.
my point is with is been 5 years and no contact from highview parking has been made to me or the company I worked for have not instructed me of anything at the aledge date of offence. have they breach some law for doing this as im sure I should of been contacted earlier at some point in 2015 when it happened and not 5 years ago.

there are dozens of these on here at the moment
the statute for claims is 6 years so they are scraping the barrel due to being skint
ignore them , unless you get a formal LBC with a 30 days warning , or an MCOL court claim from the CCBC in Northampton
meanwhile , read all the other DCBL HIGHVIEW threads on here, plus the newbies faq sticky thread, especially post #40 -
whats a lbc? or a mcol court claim from ccbc.
besides shouldn't they of contacted me before contacting a debt recovery. I honestly have no clue about any of this or the vehicle0 -

They are trying to claim for unlawful amounts, read this,

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
