Are ALL o2 phones unlocked?

I'm not an expert on this but when I ring up o2 they change the tariff next day so I'd assume you have to wait till 6 months is up!

CPW used to do that a while ago even on PAYG. They stopped that now which means their phones are locked on PAYG but unsure about their contract ones though.

has anyone got the k750i on o2 yet?

if so, can you please confirm whether the phone was locked and also what came in the box?
