The third parties insurer is entitled to dispute fault. Jaguar want to be paid for the work they do and are understandably not willing to do work on trust. Companies who work for insurers take instruction from them.

Send the quote to your insurers and ask them to deal with it. Either they can arrange to pay Jag directly or give you authorisation to pay and reclaim.
