    We still dont know some important details, becaus eyou use "they" etc. DONT. Use company names

    So
    1- did Zipcar repsond to the Private parking company to say you had leased the car that day? Yes or No
    2- do you therefore have a notice to hirer from the parking company, in your name? Yes or No
    3- has Zipcar charged you an admin fee for dealing with 1? Yes or no
    4- Show us a copy of the document you DO have> host on an external site, give us a BROKEN link ie httpx not https. We will make the link live
    5- If yes to 3-, what do the zipcar terms and conditions say about their ability to charge you? No guessing, get the verbatim text and post it here.

    and so on.
    You cannot just give us unstructured text, mixing up who is who etc.be precise. We cannot see what you can see.

    There is an address by that name. Can't find a parking company though.

    Its why I asked for a copy of the documents, because I think the OP might have a council ticket.

    this is how the first email I've received from Zipcar started:

    "We have received a Penalty Charge Notice 253456782 on VRM GL19SXH. Unfortunately, having consulted our records I am sorry to inform you that responsibility has been attributed to your account."


    1- did Zipcar respond to the Private parking company to say you had leased the car that day? No, because the penalty Charge is on Zipcar's name, Zipcar paid for it and Zipcar will charge me for it through my Zipcar account.
    2- do you, therefore, have a notice to the hirer from the parking company, in your name? No
    3- have Zipcar charged you an admin fee for dealing with 1? No, Zipcar wrote me on an email: "On this occasion, we will waive the £15.00 processing fee for you as a goodwill gesture, but you are still responsible for the cost of the penalty. Once this is added to your account you will receive a confirmation email."
    4- Show us a copy of the document you DO have> host on an external site, give us a BROKEN link ie httpx not https.httpxmediafirexcom/view/erucxtuq585w704/IMG_4152.jpg

    5- what do the Zipcar terms and conditions say about their ability to charge you? "as a Zipcar member you are also responsible for any and all penalties issued as a direct result of how you park at the end of your bookings."

    Redact the vrm and pcn number and any other personal data!

    You still haven't told us the name of the PPC but it looks like it might be London Parking Solutions.

    1) So theyve paid it, meaning you cannot appeal
    2)
    3) only if their T&C allow them to pay it and then charge you!
    4) Ive made the link live but you REALLY munged it. In future, the "https://" gets changed to "httpx://". Dont change ANYTHING ELSE as its a pain in the !!!!!
    5) OK, that DOES NOT allow them to pay it and then charge you!
    Theyve denied you rights to appeal,m and had no authoruty to do so. rmeind them of this, and point out you wil lNOT be paying this charge. if they had simply given the issuing company your details, you could have dealt with it an dZipcar woul dhave had no liability.

    That link is work blocked for me, can another regular post what the actual heck this charge is and who from?
