Yes, on the PlayStation 4 app on the main home page, there are the following:
Movies
Entertainment

When selecting any above, you are then to take to further sub categories - on demand programmes. At the bottom there is an option to select to select Watch Live - just don't use that.

For Sports there is no on demand, if you buy a pass for that then you need a TV licence as you can only watch it live.

I thought they closed the loophole that allowed you to watch it on deman with no license? I could be wrong, I haven't looked into the law properly.

No.

They changed the law to move catch-up on BBC iPlayer from outside the Licence to inside.   Nothing else changed.
