I have won twice at popla by the PPC simply not even bothering contesting my appeal, and so I won by default..

Where did you see that advised at all, here or in the NEWBIES thread? Why do posters jump to that wrong conclusion when the advice is here all along?Am I really going to have to fork out?
The NEWBIES thread already says 'complain every time, before POPLA', so do that.
The advice does not say 'give up and pay'.
