Ha, there are actually three of us. We have some names in common.
One has already settled their dispute, one preparing to fight in court. I have asked them both to complain to ICO and DVLA.
I used the links below, would these be the best?

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies. You never know how far you can go until you go too far.0 -

Hang on, are you saying that data has been muddled up between THREE defendants so that your personal stuff, photos and addresses have been sent (yours included) to the wrong person?
Anyway you just raise a concern about how your data was used, yes.
And there is another email address, a KADOE services one, for the DVLA complaint.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Thanks for that.
Yes there are three people involved. Two have the same name. Not everyone's data has been released, some are just recipients (as far as can tell). I am slightly concerned there may be a fourth as one recipient seemed to be saying it was my car in the photos. Which it isn't, I was assuming that it was his. But he has gone quiet as he seems to think I am Armtrac fishing for info.0 -

Thanks for that email - KADOEservice.support@dvla.gov.uk - I have received an immediate response.0 -
I think this is a response to filling in the online complaint form on DVLA website.

"Independent Parking Community"?
What are they talking about?0 -
That acronym has had so many incarnations the DVLA spellcheck hasn't been updated , at least they got the correct initials , lol
Seems to me that they don't want anything to do with data protection issues by third parties , seems strange that they didn't mention the ICO though0
