Unfair parking ticket ?

Hi i wonder if anyone has advice please
I arranged to meet a friend at a motel pub and restraunt just outside Blackpool near the motorway junction as we were both travelling in different directions. There were some road works a mile up the road in the direction he was coming from our intention was to meet and have a coffee in the restraunt
The queue the other side meant he could not get to me so we cancelled the meeting. and rearranged it a few weeks later I got a pcn claiming £100 as the signage had apparently said i had to use the onsite facilities to be allowed to park their. I thought this UNFAIR and used there appeal system which i lost and I admitted to not using the facilities as no purchase was made. However i was fuming and was going to leave a bad review on trip advisor but when i looked there was all ready a lot of bad reviews . In one reply by the manager he says you cannot use there parking facilities to park whilst visiting Blackpool and surrounding area i agree with that and if id done that i think I'd expect to be fined for my cheek.
However as he mentioned parking facilities could i use the fact i used the car parking facilities onsite so that qualifies as using onsite facilities i only used them to wait for someone who couldnt get their and then drove off i never saw the signs as I never got out of the car. Thankyou i have read most of the threads however i forgot to say this was 4 years ago and I have moved but they have my new address and have till 10th of Feb to pay or they are going to take me to court0

only POPLA or a judge can answer the lateer questions about legality , poor signage etc
there is no magic bullet , but if a judge agrees with you in court, thats the end of it
The claimant has 6 years to issue a court claim , so this delay is quite normal0 -

SAR to PAS (IPC member) to their DPO , with proof of I D attached, like A COPY OF the V5C or REDACTED RECENT UTILITY BILLS with YOUR NAME , ADDRESS and DATE on them
reply to B W LEGAL telling them to place it on hold and denying the alleged debt
await the SAR reply and a court claim pack from the CCBC in Northampton0 -

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
