If they dont have a clear photo of the driver they cannot persue the charge.
So if the photo they send doesnt show the driver, eg night, sunlight reflections etc. You do NOT have to tell them who was driving. You have to tell them that you are under no legal obligation to identify rhe driver and they will drop the charge.

Maybe start with the POFA and look into ANPR for starters, then the newbies tread.0 -
I do miss the freeman on the land stuff
Does anyone remember "were bank" some bloke thought he could start his own bank and a lot of people paid up and started sending pretend cheques to water companies etc0 -

Just listened to an item on R4 You and Yours talking about car park fines.
