Anybody got a solution to this recorder problem

There are only three command codes, and the implication is that, out of the box (and possibly after power-down) the recorder default is DVD3 (last para, p25).
Assuming the remote is working, you follow the procedure in the para Command Mode, subsection 3 on p149, surely? "Set the command mode for the remote so it matches the recorder". There's only three options to try, and you start with the implied default of command code 3. You don't need to change the recorder, just cycle through the only three options on the remote until it matches the recorder. Then you can change the command mode on the recorder if you want or need to.
Also, the Hint para below that implies that if you press any button on the remote, and the recorder is not set to the same command code, it will show the command code it is actually set to on the front panel. i.e. press a command code 3 remote, and if recorder is set to 1, it will show "1" on the panel to guide you.
I have a number of Panasonic DVD recorders and such, and in a similar fashion, if I use Remote 1 with Recorder 2, the recorder flashes "DVD 2" on the panel to let me know I have the wrong remote - it is recorder 2, and I'm using Remote 1

Just a thought according to my first post I have done something very similar going through numbers 1 to 3 on the remote but I will follow your instructions0 -
