Civil enforcement LTD Pre action letter

My car has been parked at the surgery car park wich is totally for free for surgery patients. But I received a parking charge notice from Civil enforcement LTD . I have sent all the proof from the surgery .Original letter been signed and stamped on this date and time when my car been parked at surgery car park. I think the proof submitted to them was more than sufficient but appeal has been declined every time for no reason no explanation...
The reason why I couldn't appeal The PCN because 15.02.2019 - 10.03.2019 I was on board and didn't had any access to my emails and phone . The code was issued on 11.02.19 but I received a letter with a code after my holiday 10.03.19 when I was back to my property. As proof of that I have attached my flight tickets! 19.02.19 - 08.03.19. I didn't had 28 days to appeal the PCN because I was on holiday.Civil enforcement received all evidences and they! aware of that but they refused to provide me a new code.After my holiday I was responding to all their questions and letters.
I have sent all evidences to them but my appeal has been declined again and again , the reason was ,, I have expended considerable time,,.!
but it is their fault that they kept asking for further proof and I have went above and beyond to provide all and explain everything step by step.!
I think the proof submitted to them was more than sufficient but appeal has been declined every time for no reason no explanation...
I have sent a formal complaint to Civil enforcement LTD with all original evidences , but they sent me a final letter that in a 14days I have to pay outstanding debt of 140£ or Bailiffs will attend my property( PCN amount has been increased with no confirmation).
debt outstanding now is 182£.
Also 21.11.2019 I received a confirmation from QDR silicitor : Please note the above account has now been closed with us and returned to our client ZZPS Limited.
17.12.2019 I received a letter before action from Civil enforcement.
Please please please can anyone help me with this?:(

What do you need to know that is not already covered by the NEWBIES thread post #2 that tells you all about LBC stage and how to later win in court when they sue (assuming you can't get the surgery to cancel it, as they could have done all along)?
What did the surgery say when you complained and demanded they call CEL off?

I've had a read through the Newbies and struggled with LBC , SAR letter coz my English is not good enough
((( Not sure how to reply to LBC.
GP said they have no control over the car park and cannot help.
But I will contact a landowner.

I mean I didn’t get how reply to LBC.
I need to use this template and request the following information from civil enforcement ltd?:
ALL photos taken
- all letters/emails sent and received, including any appeal correspondence earlier
- if the car park was Pay and Display, ALWAYS ask for a PDT machine record from that day, of payments made (VRNs can be partially redacted but insist on getting this and follow it up if they refuse).
- all data held, all evidence they will rely on, and a full copy of the PCN, NTK
- and a list of all PCNs they consider are outstanding against you and/or this VRN, and remind them that any claim must be for all PCNs in one claim, not several separate claims.0 -
I have completed SAR letter to CEL and have sent a formal complaint to surgery practice management . Any advice If I can do anything else or just wait response from CEL and surgery management?0

I received a letter from surgery Practice manager this morning:
I am sorry to hear that you have received a parking charge notice. It was certainly not our intention for our patients who were visiting the surgery to get parking fines
I have tried to cancel your ticket but unfortunately as it has already been passed to the legal department I am unable to do so.
I am genuinely very sorry that we can’t help.
Any advice if I can do anything?0 -

Does it apply? If so, have they complied? Many NHS surgeries have feedback pages, if this one does, mention it there.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Yes I have mentioned in my letter that It is clear that CEL pay no regard whatsoever to the Government Policy on NHS patient, visitor and staff car parking principles Oct 2015 which is the latest one as at June 2017:

Simply, the surgery have broken the NHS parking guidelines.
In particular, the bit that says:Contracted-out car parking
NHS organisations are responsible for the actions of private contractors who run car parks on their behalf.0
