Checkout at PayPal where they added VAT on???
Didn't notice until I paid
Can't see anywhere on the page that price excludes tax?

Are they allowed to do that?

A: We offer a 30-day return policy on all bundles. The devices themselves also come with a years manufacturer's warranty. Our website is able to take secure credit/debit card payments and also accepts PayPal, so you will have complete buyers protection. As a fully registered UK VAT company, by law we are supposed to charge 20% VAT on all purchases made from the UK and Europe at checkout. However we have split this cost with the customers and only charge 12% (so we both pay in & contribute to support the economy), and even after VAT we offer a very competitive price, and often use higher quality hardware & better configured software than other sellers!

They say they are a UK company but the language on the website suggests otherwise.

They're not allowed to "split" the VAT. If they're a VAT-registered UK company then they're obliged to include 20% VAT* to the price they charge a consumer, and the total price should be clear prior to payment.

* unless the goods attract a lower VAT rate - a games console would not.

Which doesn't match the location given on Facebook, which is a residential street 6-7 miles away.

They are very clever to have testimonials from people who bought items even before they set up the company- the home page shows © 2020, RetroSystems.
Not being compliant with UK law on having an address displayed would have worried me as well from a brand new company.
Hopefully you paid using a credit card or paypal

That in and of itself wouldn't concern me ... I would expect any copyright statement to show the current year. (And be auto-generated via a server script). Just look at the bottom of this page...

The copyright date is the current year, not the year the business was set up.
