Umkomaas is correct , it may be a car park near Sainsbury's , but it's a large assumption to assume that it's a Sainsbury's car park
If it's not , then Sainsbury's may wash their hands of it
In which case contact the landowner or managing agent if it's a retail park
Check your facts , then you can complain to the correct people

Not sure if this link is of any help: http://retail.savills.co.uk/search/view/scheme/2152, which reads "Location: Bolton Shopping Park fronts the A579 (Trinity Street) ring road and adjoins Sainsbury's with shared access and integrated car parking.", but the site doesn't show Sainsbury's on it's tenacey map.
Looking at Google Street View it does seem to be a single large retail park that Sainsbury's is on, although the car park does look divided from left (Sainsbury's) to right (rest of the stores), but signs all around are marked with Euro Car Parks.
It could simply mean that Sainsbury's is just a client of Savills separately, or that Sainsbury's has dealt with the landowner directly, and Savills manages the remaining units and Euro Car Parks "manages" the whole site.
Although, the best bet really would be do go in and ask at Sainsbury's, and to also SAR (Subject Access Request) Euro Car Parks, for the original ticket, and all other data corresponding to the ticket.0 -

a complaint to Savills with the pcn ref and name and address and email added may bear fruit0 -

Sainsbury's used Euro Car Parks a lot years back (my local stores used them), maybe even exclusively, until they starting using Horizon Parking. When I was in Cornwall over the Summer the Newquay store still used ECP, as did Helston.

Only when you take posts entirely out of context, as you appear to have unfortunately done with your ranting here:How do you explain someone getting a CCJ and being made homeless as a result of a PCN when the car did not even belong to them?
What about a PPC that changed the timestamps on their photos to make it look like people parked longer than they really did?
What about parking companies that don't have planning permission for scameras or advertising consent for signs, the latter being a criminal offence?
What about scammers carrying a portable no parking sign, placing it next to a car, taking a picture, then taking the sign away afterwards to reuse elsewhere?
What about companies issuing tickets on a public highway?
What about companies issuing tickets where they don't have a contract with the landowner?
What about unregulated scammers using ANPR scameras that don't record parking time. The UK government has declared these unfit for purpose and banned their use in council and local authority car parks.
All of the above and more has happened, and many of these activities are still happening.
