First post, so apologies if I am on the wrong board as I couldn't see anything relevant at all.
I have been scammed via PayPal for a payment I did not make. I have filed a dispute which PayPal now say was authorised, even though I did not make it. My bank tell me to go through PayPal, PayPal tell me to go through my bank. I am going round and round in circles with no one wanting to take responsibility or believing me. PayPal say they have tracked my IP address and the transaction came from me. It did not. What can I do now? The delivery address was for Dagenham, when I'm in Surrey and I have no order notification from the retailer. I have cleared my bank account to be on the safe side, changed every password associated with my PayPal email address and hopefully made my virtual life akin to Fort Knox. I've also contacted the financial ombudsman in the hope that they may be able to intervene.
Anyone have any thing else to add that I can do. Really doesn't seem fair to just accept this. I hope the person enjoyed their Nike Jumper.

Well (and I don't want to seem harsh) what I would add that you can do is to try and come up with a more believable story before you post as there are several places in your account that don't ring true.0

How do you know the delivery address was Dagenham if you've received no emails from retailers? PayPal wouldn't have given you that information.0 -

Cards can be connected to Paypal accounts in order to make purchases. Not a necessity to hold funds in the Paypal account itself.
Likewise it's possible to add a gift address to the Paypal account.
The question obviously was how the Paypal account was hacked? As seems as if the OP's own device was used for the transaction.0 -

Correct, At the very least my IP address has been mirrored somehow which is beyond my comprehension. I’m McAfeed up to the hilt via my ISP. The only link I can possibly come up with is that we (OH was sitting right beside me - IT illiterate before anyone says it was him) had been on the retailers website that day looking at wellies.0

The transaction info on my PayPal account tells me the order was destined for an Asda store in Dagenham. No name on it though.0
