To answer the actual question, on the motorway you can be doing 80mph and chances are you are not going to get caught. Depending where you are anyway.
On the M25, you can be doing 90mph and the only thing likely to catch you is the police speed gun if they are using it. I've been regularly driving on the M25 for 6 or so years, regularly do 90mph and I've never got a ticket.
That, OP, is why people speed past you and don't worry. They simply haven't been caught yet as the cameras, for the most part, simply don't bother.

The people who really irritate me, are those who drive a double dual carriageway that I use perhaps once every two or three weeks. It passes through a long series of straights, but has built up areas and exits to left and right, so a 50 mph limit has been imposed, with speed cameras and warning signs every 200 yards. When it was first built, there were many drivers caught, because people just cba to read and digest the information on the signs. ("Dual carriageway? - Must be 70!") Once the system had been in place for a year or so, speeds settled down and the great majority observed the limit.
However, there are always those who simply have to overtake everyone. They sit there overtaking others driving at 50, staring straight ahead and avoiding eye contact and taking absolute ages to get past, because they have one eye on the speedo and another eye out for the cameras. This ludicrous behaviour is often compounded by a decision to take a left turnoff into a village or industrial estate, a few moments after having overtaken. Thus requiring the vehicle behind to brake sharply, often without any indication on the part of the turning vehicle. I might add that it is almost always a BMW or Audi driver who does this.
Regarding the Motorway overtakers: the motorway limit is usually 70 mph, with signs to indicate changes. There is no reason why any driver using the left lane and leaving a large enough gap between his vehicle and the one in front, should not travel at the legal limit for that stretch. I always do this where I can, whilst checking the road as far ahead as possible and watching for the ones behind who want to exceed the limit by the greatest possible amount. Another observation: there is no such lane as a 'Slow Lane' or a 'Fast Lane'. There are only lanes. If I see slow traffic in front, I check my mirrors, estimate the closing speed of any following traffic, indicate and turn into the next lane, if it is safe to do so.I think this job really needs
a much bigger hammer.

Best piece of advice I was ever given is to drive according to the conditions. A road might say 30mph but it might only be safe at that precise moment at 20mph. I often drive at 80mph on the M5 when conditions are good. I’ve also driven the same stretch at 20mph when they were bad.
As a novice driver I used to be concerned about others speeding. Nowadays I don’t worry unless they are driving dangerously enough to put others in danger. If someone wants to go at 95 in good conditions on a motorway, fine. If they want to try that outside my front door, I’ll report it.
Oh, and the one time I’ve reported someone (999 police) was a very sloooow driver, who, when he squeezed past me (nearly hitting my car at 5mph) was holding cans in his hand. His behaviour suggested that they hadn’t contained lemonade.....0 -

There are lots of situations where doing 70 in the left hand lane is dangerous. A car joining from the hard shoulder after a breakdown isn't going to be expecting some nutter to be doing 70 in the left lane. You come around a cure in the motorway to be confronted with an HGV doing 40. Your forced to swerve into the middle lane or slam on the brakes both of which could lead to a loss of control not to mention any other drivers in the middle lane.
What kind of motorways are you driving on where you can "come around a curve" to be confronted by *anything*. Curves in motorways are deliberately very gentle - you can see anything ahead of you from a long way off.
Also, anyone rejoining a motorway from the hard shoulder very much *would* be expecting people to be driving in the left hand lane at 70mph, given that 70 mph is the speed limit on the motorway and you're meant to driving in the left hand lane unless overtaking.0
