Kitchen tap - low pressure no hot water!

Hello.
Please can you help me. We've had a new combi boiler (in our bedroom.) Straight afterwards I noticed a very slow 'hot' water tap in the kitchen (downstairs) also the hot tap seems to release cold water.
The hot tap and shower in the bathroom (upstairs) are fine - release hot water at the correct temperature. When I asked the engineer he said I needed a new tap as it was leaking? (By this point he was in a rush to go home.) This makes no sense as it was working fine previously.
What could be the problem?

Do you have a measuring jug? Can you time how long it takes to fill it to the highest measuring mark. Do that from the kitchen tap and bathroom tap.If my post hasn't helped you, then don't click the 'Thanks' button!0

Surely, you would know if it was leaking.
It may only be giving cold water because the flow rate is too low for the boiler to turn on. it will need a certain minimum to recognise that it needs to fire up.
The first thing to check is that a service valve below the sink hasn't been left only half-on. There should be one in the pipe below any tap that's been installed in the last few years.If it sticks, force it.
If it breaks, well it wasn't working right anyway.0
