Credit card companies should take the lead

Is it not time the credit card companies protected their customers from car hire companies who just take what they like from credit cards. Complaints should end with companies being black listed and customers told not to use them. Example, I was lied to by staff at Malaga airport, a fuel full to full was indicated so when I got home they took an amount that was indicated to me but after I proved I returned the car full it changed to additional driver even though on close inspection the con was actually for additional insurance. Come on credit card companies you have the clout to protect us and make these companies behave.
