The title and subject matter of this thread is about DCBL, who are debt crawlers.
In this post your say, "they'd supposedly issued a ticket ..." but this is not true. CP Plus has issued a ticket.
You have started another thread about debt collectors that is precisely covered by post 4 of the NEWBIES instead of a thread about the antics of an unregulated parking scammer.
If you want to start an interesting thread then I suggest you do so about the scammers themselves. You might get some advice there, but beware that insulting regular and knowledgeable posters is likely to reduce the number of replies you receive.

I think we have well over a dozen threads all the same right now.This is about the 10th thread on DCBL and CP Plus in the past 2 days. All historic debts. Some are even time barred.
