Interesting one from DCBL

Just joined as I'm currently in dispute with CP Plus over an alleged 10 minute stay in a coach bay at Chievely.

But, in a twist, I got a lovely letter from DCBL, who appear to have bought a load of 'debt' from CP Plus this month and are sending out speculative demands for historic 'parking charge notices'.

This one dates back to May 2015 on a car I handed back to BMW in June 2016.

Sedgemoor Southbound is operated by Roadchef, but they lease the filling station to Shell, hence that part of the services isn't Roadchef land.

Roadchef fit ANPR to the entrance and exit slips to monitor length of stay and generate tickets automatically.

My Outlook diary says I was on site when they allege I was, but I would have been parked on the forecourt, not in the services. Hence the ticket was never valid anyway.

I'm tempted to just say 'see you in court boys' on this one, as I can't see any way they'd ever win this one!

As an aside - CP Plus are the idiots who also sent an ANPR / CCTV generated ticket to a fully liveried fuel tanker who 'overstayed' whilst conducting a delivery and health and safety assessment... an appeal was rejected, so we had to get the station operator to intervene and tell them not to be so bloody stupid!

    DCBL will not have "bought" any alleged debts , C P PLUS are not allowed to "sell" the debts on , they are barred from doing so by the DVLA


    DCBL are acting as DEBT COLLECTORS , as a THIRD PARTY CONTRACTOR, and seem to be issuing HUNDREDS or THOUSANDS of these at the moment, so C P PLUS have sub contracted DCBL to try to scare an early xmas bonus out of victims who dont know any better


    nothing interesting at all in debt collector letters

    This is about the 10th thread on DCBL and CP Plus in the past 2 days. All historic debts. Some are even time barred.

    Whatever has happened, CP Plus and DCBL are on a mission to try and rattle some money out of very old tickets. I believed that DCBL and the like would get to purchase this portfolio cheaply and hope they could recover enough to make a tidy profit. However it works, they're chasing a lot up right now.

    I thought mine was quite interesting as it involves a situation that others may have found themselves in - especially if it's an alleged overstay where the forecourt is owned by a different company, therefore the original ticket issuer was never authorised to issue a ticket.

    maybe so , but that is between the victim and C P PLUS , not DCBL

    the DVLA have made it quite clear in their contracts (like KADOE) that parking company pcn alleged debts cannot be sold on , when they investigated MIL COLLECTIONS for buying them off dubious companies, a few years ago

    I see no proof that this has happened again , but I do believe that DCBL are chasing the alleged debts for a share of the loot on a no win , no fee basis , same as all the others like ZZPS , B W LEGAL , DRPL and the like

    its not as if there has been a court claim , CCJ issued and that DCBL are to use their bailiff powers to enforce a high court writ , so nothing like the T V programme


    if you have proof that DCBL have "bought" these alleged debts , please pass that on to the DVLA and remind them of what they said after the MIL collections and Proserve debacle , where the Proserve bailiff lost out several times and MIL collections also lost big money due to their underhanded tactics

    If the post and thread was about C P Plus and their antics , then maybe

    But it's clearly titled DCBL and the letter is from DCBL which we are being inundated about at the moment , despite the letters having no power at all , you even posted in other DECBL threads about DCBL with incorrect information

    You are dealing with one debt collector letter , we get posts about scores every week , so try replying to them all and you will soon get bored

    The background story may be interesting but has been swallowed up in the DCBL hype , having said that , nothing surprises us with this private parking topic and the sc@ms being pulled daily, it's just another day in the office

    Calling people names is not clever and brings you down below DCBL level towards the gutter

    Wow the regulars on here help dozens of people every day, you start quoting things that aren't true or proven when there are literally thousands of examples of dodgy Debt collector threads on here that are exactly the same.


    A company did try buying "debts" a couple of years ago and issued robo claims against them this was soon kicked into touch.


    PPC's issue speculative invoices based on contracts they say a driver entered into based on signage that in many cases is proven to be defective.


    As such there is no debt unless a judge says so if it gets to a court case.


    We always tell victims to complain to the land owner or who ever contracted the PPC, which you rightly did.


    The problem is that if a newby reads incorrect information on here about debt collectors who's modus operandi is bullying, lying, and intimidation when in fact they have no power at all, the victims might fold thinking their "debt" has truly been sold on.


    No one is criticising just, wanting the facts clearly presenting and you stuffed one up a PPC and a debt crawler so well done!

    There was nothing sanctimonious about any of the replies in my opinion, perhaps condescending might have been a more apt approbation.

    All the information/questions you have raised is already known to us and answered in the stickies and by using a search engine. If you really want to stiff a DCA contact your MP as n[FONT=Times New Roman, serif]ine times out of ten these tickets are scams,

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
