DCBL fine for nearly £400

Hey everyone

I've been paying off debt, bit by bit and I received 2 letters today, completely out of the blue.

They are from a company called dcbl - "certificated bailiffs & high court enforcement".

They are notices of debt recovery relating to "an unpaid debt". Apparently I owed £95 x 2 to Highview Parking LTD and that's been passed to DCBL (Direct Collection Bailiffs Limited).

The total "amount due" is £179 x 2.

I received 2 letters, so there are 2 "fines". It looks like this relates to a claimed parking violation.

The first 'Contravention Date' is 29/05/2014 and the second is 25/04/2014. I've never heard of these guys before. I can't recall ever seeing a message from them or from Highview Parking Ltd.

Can anyone offer advice? I don't want to just ignore it but how/why should I pay nearly £400 for something I don't recall and from so long ago?

Why on earth would they wait so long to contact me?

Nothing from these guys appears on my credit file. *I know people say "ignore" but I also hear that the worst thing you can do is bury your head and ignore these companies.

Any help appreciated.

DCBL are fast becoming scamming thieves

You are not alone. Read this about DCBL and follow what this thread says

Thank you. This is not a "Letter before claim". So I'll ignore it and only respond to a "Letter before claim."

    Unpleasant company.

Have you never watched Can't Pay, We'll Take it Away'? Same outfit, but not operating in your case as High Court Enforcement Agents.

There are a number of DCBL cases on the first couple of pages of the forum - the advice is all the same for these ancient, due to expire, parking charges. Follow the advice there, it's impossible to re-type the same advice every time this same issue crops up.

Please use the forum to its best effect by searching and researching threads that cover all but exactly the same issue as yours.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

We don't know how many of these letters they are sending out,by all accounts a lot. Please send a copy to Trading Standards which will help others.

By adding fake amounts, they practice ABUSE OF PROCESS which can read about here ...

These are not real debt letters, as in a verified debt from a court.
Whos car park does this relate to?
and why did the vehicle get a pakring charge notice?

DCBL appear to have bought a load of outstanding 'debt' from CP Plus this month - I recall they pay a paltry rate for it (10% of the theoretical total rings a bell) - and hope to rattle a bit of cash from people who are scared by the terminology. See my post about them, as mine arrived today.

They are wording the letter in such a way that it very much looks like they now own the debt - the payments are made to them, the only reference to CP Plus is in the first line. The phone number to discuss the charge is DCBL. It's designed to look like the debt is to them and that you cannot contact CP Plus about it.

Technically they may not be allowed to sell on debt, but in practice, that's exactly what they're doing.
