DCBL fine for nearly £400

Technically they may not be allowed to sell on debt, but in practice, that's exactly what they're doing.

As twhitehousescat correctly says, CP Plus cannot sell the debt to DCBL in saying that maybe they have and this is a repeat of MIL

This is standard cr*p sent out by debt collectors and they say it "has been passed" to them. However that is not to say that CP Plus have not sold the debt to them.
Where DCBL have made a grave error is the fake add-on of £70 plus VAT
BWLegal thought they had this worked out and they have ended up with grief
for ABUSE OF PROCESS.
DCBL don't have a clue what is ahead for them
It is the DVLA who can discover what has happened and as DCBL are members of the BPA, they too should investigate this
As this sounds like a WONGA repeat on a massive scale, and as DCBL are regulated by the FCA
(Authorised and regulated by the Financial Conduct Authority 702566)
Then a complaint should be passed to the FCA
Also enlist the help of the Daily Mail and other media to warn the public what is going on.
Remember their public profile is "can't pay, we'll take it away" on TV0 -
So as you have received the letter and you deem it to be misleading , report it to the FCA , CSA and DVLA for investigation
But do not state that the alleged debts have been bought without concrete proof of it , it's supposition on your part and highly unlikely given the MIL debacle a few years ago
You can ask for the contract to be investigated to see if they have been bought or are DCBL acting as a sub contractor on behalf of the principal , that would be ok0 -
As it says "to recover the debt on their behalf" they clearly have not bought the debt have they.
This type of letter is sent by all Debt collectors in this sorry industry, my theory is that DCBL have been brought in because of their infamy on Chanel 5 to bully victims into coughing up. But they are just sterile debt crawlers as all the other muppets out there.0 -
This is not a fine, it is an invoice from an ex-clamper for the damage they allege you have caused them by your egregious behaviour. Pay them not a penny unless a judge so orders it, which is highly unlikely as they are asking more than the law allows.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
