Council looks to ANPR camera enforcement in tis car parks - Nuneaton and Bedowrth Bourough Council

That refers to on-street parking, where CCTV/ANPR has been banned. Doesn't mention off-street parking. I've not seen anything that says councils can't use ANPR for off-street parking. Though given its proven unreliability, I think any who use it are in for a shock.0 -
