Council looks to ANPR camera enforcement in tis car parks - Nuneaton and Bedowrth Bourough Council

Introducing Automatic Number Plate Recognition (ANPR) cameras into car parks is one of the recommendations made by a special group set up to look at car parking by Nuneaton and Bedworth Borough Council.
A study by the 'car parking charging working group' says that ANPR technology can help improve safety, take timed photographs to help resolve lost ticket issues and ensure spaces are more frequently available as drivers realise they cannot get away with overstaying.
It also adds: "Increased revenue generation, no opportunity for ticket swapping and customers not limited to the cash they have available in their pockets."

Evidently the 'special group' have done zero research. Good luck with that one special group. Someone needs to tell them - urgently before they waste shedloads of public money - that Borough Councils are not allowed to use ANPR or operate their car parks as if they are private land!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've been looking for the 'local councils not allowed to use ANPR' as i know someone who sits on a parish council, in a different county not too far from my main location, and they are looking into ANPR to solve some non existent parking issues in the free council car parks ( limits to 2 hours) as the parish council are worried that people will be using it as a park and ride for the (east midlands) airport following on from the introduction of VCS at East midlands airport.
I also understand that other surrounding towns/villages to the airport are looking at anpr type restrictions, the area encompass Derbyshire, Leicestershire, and NottinghamshireFrom the Plain Language Commission:

That article refers to government regulations for town halls. What ones I don't know though0 -
Trying to look back at the Wycombe Council case, where they had to scrap their ANPR car parks, the issue wasn't the actual use of ANPR, but was more about they way they did it. They tried to operate the car parks as if they were private car parks, using contractural terms and conditions to enforce parking restrictions, as the PPCs do. This was stamped on, they were told they have to run their car parks under traffic regulations.
There was also the matter of them having spent a lot of money on it, and not really made much (any?) in return. Couldn't find anything saying that ANPR is not allowed in itself, though. Need to dig some more.
ANPR isn't allowed for on-street parking enforcement. Maybe it's the same for off-street.0 -
The DVLA removed Wycombe's access to it's system as it was not allowed to use ANPR, this resulted in people parking for free in the car parks all over the region and no fines could be issued.
The whole system was a fiasco, the cameras are all still there today but cut off.

I'm curious, I did not think that a parish council had the remit to do this. We considered the likes of yellow lines to deter bad school run parking but had to go through the borough/county council.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
